- Abstract summary: This study examines the contribution of m-government to the empowerment of Saudi women.
We find that m-government contributes towards women's empowerment by providing opportunities to participate in social and economic activities.

- Abstract: With the loosening of the male guardianship system (Wilaya) in the Kingdom of
Saudi Arabia (KSA), this study examines the contribution of m-government to the
empowerment of Saudi women. We employ the key concepts of Sen's Capability
Approach (CA) to understand how m-government services in the KSA have provided
opportunities for women to become empowered. The findings of the study indicate
that m-government contributes towards women's empowerment by providing
opportunities to participate in social and economic activities. However, there
are also key social and cultural factors that impede the use of m-government
services for empowerment, and we found these to include religious beliefs,
Saudi traditions and customs, and husbands' jealousy. The study makes some
important contributions to theory and practice by being the first study to
focus on the use that Saudi women make of the opportunities now available to
them to access government services through m-government applications and to
address the cultural barriers which may function to prevent their access.

The responsible AI (RAI) community has introduced numerous processes and artifacts to facilitate transparency and support the governance of AI systems.
We conduct semi-structured interviews with 19 government, legal, and civil society stakeholders who inform policy and advocacy around responsible AI efforts.
We organize these beliefs into four barriers that help explain how RAI artifacts may (inadvertently) reconfigure power relations across civil society, government, and industry.

We suggest extending the Social Transparency (ST) framework to address the risks of social misattributions in Large Language Models (LLMs)
LLMs may lead to mismatches between designers' intentions and users' perceptions of social attributes, risking to promote emotional manipulation and dangerous behaviors.
We propose enhancing the ST framework with a fifth 'W-question' to clarify the specific social attributions assigned to LLMs by its designers and users.

We study a specific decision-making task called outcome control in which an automated system aims to optimize an outcome variable $Y$ while being fair and equitable.
In this paper, we first analyze through causal lenses the notion of benefit, which captures how much a specific individual would benefit from a positive decision.
We then note that the benefit itself may be influenced by the protected attribute, and propose causal tools which can be used to analyze this.
